Reforge Tomes
Reforge tomes are crafting modifier items that when applied to an item in an anvil, changes what modifiers can be obtained on Reforging.
Unique to reforge tomes among anvil applicable items is that they not consumed upon reforging.

The Tome of the Warrior guarantees combat based modifiers upon reforging an item.
Artisan Tome
The Tome of the Artisan guarantees production/tool based modifiers upon reforging an item.
Obtaining
All reforge tomes can be found in smithy based structures and as treasure in ruins. Smiths also sell tomes, although different smiths sell them at different prices depending on the faction.

Trivia
Reforge Tomes are the solution to the issue where people would reforge a pickaxe and get only combat modifiers. This is how legacy did it, but given how much people wanted combat modifiers to be removed from tools, this was the compromise.
